Aminu Tambuwal Broke Protocol- IGP Tells House Commitee How Senate President was screened, While Tambuwal drove against traffic



HIGHLIGHT OF THE BRIEF GIVEN TO HOUSE COMMITTEE ON POLICE AFFAIRS BY IGP SULEIMAN ABBA, CFR, NPM, NPOM, mni AT THE NATIONAL ASSEMBLY, ABUJA ON 26.11.2014
 
 1. BACKGROUND
– Heightened politicking for 2015 including the primaries and commencement of campaign activities where we remain umpires, non partisan in line with the attributes of a Police Officer.
– Use of thugs during campaigns and political activities as witnessed in the FCT and some states of the Federation.
– The overrun and burning of Burkina Faso Parliament on 30th October, 2014 and the subsequent sack of the entire government.
– Use of intemperate language by political leaders and like minds.
2. PREDISPOSING INCIDENT
– The APC held a Mini-convention on Wednesday 19/11/2014 without giving any prior notice to the FCT Police Command but I directed for full security cover.
– Illegal procession that followed the Rally exhibiting disorderly behaviour.
– Unwarranted siege at Police Force Headquarters and its most professional and skillful handling by the Police High Command in line with renewed campaign on Human Rights and Civil liberties practices.
– Subsequent provocative pronouncements:
*Formation of parallel government
*That the barricade of Police Force Headquarters was a tip of the iceberg.
*Threats to storm the Police Force Headquarters again on 20/11/2014, as well as INEC, NASS and Presidential Villa on the same date.

3. EVENTS OF THURSDAY 20/11/2014
– Credible intelligence of planned invasion of the National Assembly by thugs as the National Assembly considers the extension of state of emergency in the North East.
4. POLICE RESPONSIBILITY
– Backed by law to prevent crime.
– To search and cordon.
– Regret the effect of tear gas on Legislators even though the circumstance of their use could have resulted from accident.
– To be proactive – The general spirit in policing:
– Restraint in the face of security breaches and assault on Police Officers.
5. RESULT
– Many National Assembly members complied and were screened, including the Senate President.
– Some persons, including Alhaji Aminu Tambuwal drove against traffic to beat cordon for screening and search put in place by the Police hitting at least two Police Officers.
– Some of those persons even scaled the fence after causing serious damages to the gate.
– They also assaulted Police Officers in uniform on lawful duty resulting in serious injuries on four Police Officers, including the ADC to the Senate President.
– It is now believed that those Police Officers were assaulted, attacked and injured, by persons suspected to be thugs.
– The assault and injury on Police Officers at the 1st and 2nd gates leading into the assembly, and the entry of the chambers, is believed to have been perpetrated by thugs and their sponsors.
– Attempts to disarm Police which could have resulted in the use of tear gas.
6. UNDER INVESTIGATION
– The whole case remains under investigation and if the committee requires further briefing, it will be made available.
– On the issue of the status of Alhaji Aminu Tambuwal as inquired by the Chairman of the House Committee on Police Affairs, the IGP declined comment as it would be subjudice since the matter is in court.
